Rate Inquiry Not Applying Rail Constraints

Symptoms
When running Rates and Routes or Network RIQ with Rail Constraints defined on the Delivering Carrier, OTM is not returning the constrained delivery carrier in the RIQ results. OTM returns other Delivery Carrier related rates which is not the desired result. When running a open RIQ and only selecting Rates the desired rates are returned however not when constraining those rates and selecting rates and routes.
