"Supplier Site Is Invalid" Error While Adding Catalog Items To Cart

Symptoms
On : 12.1.3 version, Requisition Creation
When attempting to add item to cart, the following error occurs:

<Item Description> - Supplier site is invalid
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to iProcurement Responsibility
2. Stores > Search for item
3. Click "Add to cart"
4. Get error message :
<Item Description> - Supplier site is invalid
