Orders Exceeding Equipment Capacity Due to ERU Are Not Consolidating Into a Multi Segment Shipment (Doc ID 2251585.1)

Symptoms

Two orders are created where together they exceed the capacity of an Equipment based on ERU. When these are orders are planned together, they are expected to be created into a Multi-Segment shipment (i.e. P->D->P->D). However, they are not consolidated.

If a similar test case is created where the Weight is exceeding the equipment capacity (instead of the ERU), then the consolidation is achieved and a shipment with P->D->P->D is created.
