UK Pay: Payrolling Benefits in Kind Cash Equivalent Incorrect In Month 1 (Doc ID 2252426.1)

Symptoms

Problem Statement:
Payrolling BIK calculation wrong in month 1, if the payment date for April is prior to 30th of April.
When running the quickpay or payroll run for first month, cash equivalent is incorrectly calculated. It seems the application is dividing at 11 instead of dividing at 12 (number of months)

Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Apply BIK patch 25562811:R12.PAY.B
2. Setup BIK as per the whitepaper
3. Run payroll run and verify SOE messages for BIK calculation
