E-Business Suite R12 Applications DBA, Issues with Functionality of AD Utilities

After applying R12.AD.B.delta.7 <Patch 21314548> the administrator is unable to run adamin due to the following errors:

Reading database for information about the products.
AD Administration error:
DCPW null for "ALR" [160]

AD Administration error:
Failed getting PDI list for product 'alr'

AD Administration error:
aipspv(): Error setting up PDI list for upgrade
