Poor Performance On View Payroll Process Results Even After Patch 24608993:R12.PAY.B

After applying <patch 24608993>:R12.PAY.B (PAYWSACT PERFORMANCE ISSUE AFTER APPLICATION OF RUP 9) and trying to view payroll process results, it is observed that after more than an hour, the form does not return any results.
The issue can be reproduced at will with the following steps:
1. Apply patch 24608993:R12.PAY.B PAYWSACT PERFORMANCE ISSUE AFTER APPLICATION OF RUP 9
2. Try and view results for payroll run
3. Observe that the form does not return any results even after more than 1 hour
