Symptoms
When trying to use Kewill Rates, unable to get RIQ to return.
STEPS
--------
The issue can be reproduced at will with the following steps:
1. Crate two Location and Create Rate Offering with Kewill rate.
2. Run RIQ between two locations constraining RIQ to service provider and populate a small package with a weight of 1 KG
3. It will find a rate due to cause.REXKewill.Error (errorMessage=Invalid carrier service configuration for RATE API
