Imported Order fail to Schedule after order booked

Orders are being created via the order import program and the orders are failing to schedule once they have been booked. They cannot be progressed to the next workflow step 'Awaiting Shipping'. When the Schedule Orders program runs it shows that the lines failed to schedule and the program does not show workflow scheduling activity is incomplete.
However, the order will schedule and progress if manually schedule the order (directly within the order itself). Manually schedule is not desirable as user is not using the  order scheduling program and expect the order to progress automatically at order booking as it does with all of our other orders that are entered Online.

Expect the order to progress automatically when order is booked as with all other orders that are entered Online.

The issue has the following business impact:
Due to this issue, users cannot progress the PTO line 1.1.1 pass booked and will not schedule.
