Quotation Attachments Types: From Supplier – Technical and From Supplier – Commercial (Doc ID 2254715.1)

In Sourcing responsibility, there are the below options for the attachments:

A) At the time of submitting the quotation, while adding the attachment, the Supplier can select between two categories: "From Supplier – Technical" & "From Supplier – Commercial".
What is the difference between them?
What steps are needed to be followed if the user wants the Technical Attachment to be viewed only by the Technical team? The same for the Commercial Attachment.

B) The default option of the attachment category is the Commercial one.
This can cause issues, because in some cases, is not required to select between "From Supplier – Technical" & "From Supplier – Commercial", as the suppliers can make mistakes and do not make any difference between the two types and let the commercial category to be default, when adding the attachment.
Is there a possibility to prevent that?
