Install Base Transaction Stuck Due To Error OKC_CONTRACTS_UNEXP_ERROR (Doc ID 2255011.1)

When attempting to process RMA Receipt, the following error occurs in install base interface.

OKC_CONTRACTS_UNEXP_ERROR (SQLcode=100) (SQLerrm=ORA-01403: no data found)

The issue can be reproduced at will with the following steps:
1. Create a RMA order for IB trackable item and receive it.
2. The transaction will be found in the IB interface with above error.
