ACTUAL BEHAVIOR

After creating a Non-routine Work Order without attaching an MR, when updating my Non-Routine Work Order by changing the Default Operation to the specific Operation required. Once user changes the Operation and apply it, the change does not bring in the Operation Details like a Quality Plan. It also may leave out Resource Requirements, etc.

The issue can be reproduced at will with the following steps:
1. Create a non-routing work order without attaching an MR
2. Update non-routing Work order by changing the Default Operation
