Note To Buyer added via personalization in EditSubmitPG iProcurement page doesn't work in EBS 12.2.6
EXPECTED BEHAVIOR

The user fills in the Note To Buyer field at requisition line level and when presses Save/Submit the information is saved in the database.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into iProcurement.
2. Add an item to the Shopping Cart.
3. Click on the Edit link.
4. Provide a value for the Note to Buyer field that has beenb enabled at the line level.
5. Click on Continue with checkout.
6. The Note to Buyer field is empty.
