Cannot Save Supplier/ Customer Address When Geography Validation Is Set to Warning (Doc ID 2256177.1)

Symptoms

On : 12.1.3 version, the address validation is set to Warning. Users cannot saving address if the address fails the address validation

Trading Community Manager responsibility, set the Geography Hierarchy validation for US at Warning.
The profile HZ: Address Validation Level for Application is also set to Warning.
Create a new address for a customer in Receivables with the location combination was not defined in the Geography Hierarchy set
Or
Create a supplier address for a supplier in Payables with the location combination was not defined in the Geography Hierarchy set.

Users was able to enter the same address information for customer / supplier before applying RUP5.

STEPS

The issue can be reproduced at will with the following steps:
1.Payable Responsibility -->Supplier->Create address in Supplier

or

2. Create a customer address in Receivables with the location combination was not defined in Geography Hierarchy setup for the country
