Promotional Goods modifier does not work for Kit INCLUDED Item

Expected Behavior
Promotional Goods modifier does work for Kit INCLUDED Item

Steps to Reproduce

  1. Setup Modifier as follows
    BOM:

    Kit     :Test-PTO-Kit
    Included:Test-Included-Item01
    Included:Test-Included-Item02

    Modifier:
    Buy Test-Included-Item01 get Test-Item free

  2. When ordering Test-PTO-Kit, it does not work (Test-Item is not added)
  3. When ordering Test-Included-Item01, it does work (Test-Item is added)
