Symptoms
After Projects patches, 22884484:R12.PJC.B & 24286916:R12.PJ_PF.B , project creation gives:
The role assignment cannot complete because the selected person has no active Human Resources assignment for the current period of service.
or
The role assignment cannot complete because there is a gap for the selected person in his/her period of service (PA_SERVICE_GAP_MSG)
Projects with terminated employees or employees with service gaps are copied from the template to the new project but the new project cannot be created due to these issues with the key members
