Report Manager R12 : FSG Report Published In Excel Output Contains Blank Columns And Rows

E-Business Suite 12.2 Report Manager, Core Functionality issues.
When uploading a FSG template via Report Manager, the excel template has no blanks or empty columns and rows.
However when the FSG report output is published in excel format, the column A (grid) or rows of the published output shows blank.
When submitting the standard template "Generic : FSG Template", column A (grid) is blank. The report output should not have any blank columns.
