Modifier does not get Applied on Order Lines for certain Pricing Date , While this gets Applied on other Order Lines with Some Other Pricing Dates (Doc ID 2258286.1)

Symptoms

ACTUAL BEHAVIOR
Find that a discount modifier (3% discount) is not being applied
to all lines on the sales order.

EXPECTED BEHAVIOR
Expects this modifier to be applied to all lines on this order.

STEPS
The issue can be reproduced at will with the following steps:
1. Responsibility: Order Management Super User (or equivalent)
2. Navigate to: Orders, Returns > Sales Orders
3. Enter order lines.
4. Save.
5. Find that on line 1.1, pricing date = 09-DEC-2016 and the 3% discount modifier is not applied.
6. However, on line 2.1, pricing date = 03-MAR-2017, the 3% discount modifier is correctly applied.
