ACTUAL BEHAVIOR

 Actual Cost is changed in Physical adjustment table after entering the tag quantity.

In Oracle Warehouse Management, in a WMS enabled organization which uses Average Costing, 'actual_cost' column in mtl_physical_adjustments table is getting incorrectly updated to 1 after entering Tag Count.

This is happening when there are multiple records for the item being counted in 'cst_quantity_layers' table.
 

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. In a WMS organization which uses Average Costing, pick an item that has multiple cost layers i.e. multiple rows in  cst_quantity_layers table.
   Also, the item should have Unit Cost  for Average Cost Type as greater than 1.
2. Define a new Physical Inventory. Set Approvals to Required Always and check the Allow Dynamic Tags box. Perform the snapshot.
3. In Tag Counts form, enter a count for the item selected in Step 1  in any sub/loc that does not have onhand for the item. Enter Qty as 1.
4. Next, on Approve Adjustments form, check the Adjustment Value is 1 or verify from backend that actual_cost column value in mtl_physical_adjustments table is 1.
