Report Manager Generic FSG Template allows drilldown even if the template is not enabled for Drilldown.

STEPS TO REPRODUCE:

1. Report Manager responsibility > Submit an FSG report

2. Review the output

3. See the drilldown feature is enabled even if the template itself is not enabled for drilldown
