BWC Problem When Splitting Requisitions With A Price Containing A Decimal Separator "," (Doc ID 2259347.1)

Symptoms

In the Demand Workbench when we split a requistion into two requisitions " XXXXXXX,2 " and " XXXXXXX,3 " and populate the "Price" fields with "9999,9" and "0,1" for example, then click "Save Split", the following error message appears :

JBO-25009: Cannot create an object of type:oracle.jbo.domain.Number with value:9999,9
JBO-25009: Cannot create an object of type:oracle.jbo.domain.Number with value:0,1

If you complete the "Price" field with "9999.9" and "0.1" then it works correctly and no error message is displayed.

Steps To Reproduce

1. In System Administrator,set profile ICX: Numeric Characters=10.000,00
2. In Purchasing,BWC,demand workbench,
3. Query out requisition XXXX which is enabled for price split
4. Split the price for the line 1 or 2
5. Click on 'Save Split'
6. Error occurs:

JBO-25009: Cannot create an object of type:oracle.jbo.domain.Number with value:9999,9
JBO-25009: Cannot create an object of type:oracle.jbo.domain.Number with value:0,1
