R12 WF_USER_ROLES Rows Are Being Deleted - Projects Therefore Cannot Be Approved (Doc ID 2259484.1)

Goal

Users are receiving these Work Flow error notifications directed at sysadmin user:

Item Type = PAWFPPRA
Item Key = <ITEM KEY>
Error Name = WFNTF_ROLE
Error Message = 3205: 'RPT_PAWFPPRA<ROLE NUMBER>' is not a valid role or user name.

To reproduce the issue:

The user submits a 'Project Status Report' to be approved by project approver. The project approver does not approve until after 7 days. When they go to approve, SYSADMIN receives this error in Payables Workbench
