Symptoms
On : 12.2 version, Loading external catalog
Catalog Data Extract - Classifications and Catalog Data Extract - Items completed with no records
As part of the upgrade process we were instructed to run these two programs:
'Catalog Data Extract - Classifications' : Output generated with no records.
'Catalog Data Extract - Items' : The following output generated with 895 rows with essentially this error is shown for various orgs:
03/07/17 14:06:01:22 The following item was not extracted because the item is either not defined as purchasable
or is an outside processing item: 123456. The item exists in the following inventory organization:x INVENTORY ORGANISATION.
03/07/17 14:06:01:22 The following item was not extracted because the item is either not defined as purchasable
or is an outside processing item: 78910123. The item exists in the following inventory organization: XX INV ORG.
03/07/17 14:06:01:23 The following item was not extracted because the item is either not defined as purchasable
or is an outside processing item: 456789. The item exists in the following inventory organization: YY INV ORG.

The issue can be reproduced at will with the following steps:
1. Run Catalog Data Extract - Classifications and Catalog Data Extract - Items process
as part of 11i to 12.2 upgrade process
2. 'Catalog Data Extract - Classifications' runs in about 2 minutes with no output
3. 'Catalog Data Extract - Items' runs for about 3 hours the above reported results
