The issue can be reproduced with the following steps. User A and B are not Workflow Administer and have no Workflow Administrator Responsibilities assigned.
1. A submit expense claim to B
2. B granted worklist access to A
3. A login the application and proxy into B's worklist.
4. A pick up his/her own notification from B's worklist.
5. A can approve his/her own notification because Approve/Reject/Reassign buttons are shown in notification.
The expected functionality is when User A has Worklist Access of User B, then for any notification sent from User A to User B, the User A should not be able to respond to it. Hence, the User A does not see any action buttons in notification while switching to User B. The functionality works normally in 11i.
The intended functionality is also addressed in Bug 3933489.
For a WF Admin user, using Worklist Access functionality and opening a notification where the #FROM_ROLE=logged in user, they can open and act upon
that notification (as they are a WF Admin user).
For a non WF Admin user, using Worklist Access functionality and opening a notification where the #FROM_ROLE=logged in user, they can open the notification, but cannot perform any actions (reassign, respond etc) as the buttons are hidden, so the notification is effectively read-only in this case.
