ADOP Prepare Phase Fails With Error CLONE-20428 Instance Home Location is Invalid (Doc ID 2260567.1)

Symptoms

On : 12.2.5 version, Upgrade related issues

1. ADOP Prepare phase is failing with the error:

FINE : Apr 18, 2017 21:12:44 - [PasteParameterValidation:validateComponentApplyCloneParam] This pasteCofnig operations is of type =OHS
FINE : Apr 18, 2017 21:12:44 - CLONE-22042 Path represented by "/<DIR>/fs1/FMW_Home/webtier/instances/EBS_web_<CONTEXT_NAME>/config/OPMN/opmn/opmn.xml" did not exist.
FINE : Apr 18, 2017 21:12:44 - [IsValidInstanceHome:isInstanceHomeValid] Eitehr opmn.xml at /<DIR>/fs1/FMW_Home/webtier/instances/EBS_web_<CONTEXT_NAME>/config/OPMN/opmn/opmn.xml or instance.properties at /<DIR>/fs1/FMW_Home/webtier/instances/EBS_web_<CONTEXT_NAME>/config/OPMN/opmn/instance.properties does not exist.
FINE : Apr 18, 2017 21:12:44 - [PasteParameterValidation:validateAndSetAsSrcIdIsDefault] Component pasteConfig parameter validation failed.
FINE : Apr 18, 2017 21:12:44 - [PasteParameterValidation:applyCloneParamValidation] Parameter validation and setting sourceid failed.

2. File: CLONE<DATE TIME STAMP>.error shows the following Error:

SEVERE : Apr 18, 2017 21:12:44 - ERROR - CLONE-20428 Instance home location is invalid.
SEVERE : Apr 18, 2017 21:12:44 - CAUSE - CLONE-20428 An attempt was made to run pasteConfig operation for the component by providing an existing instance home. There are two possible causes:
1. Instance did not have the required configuration files.
2. Instance was not associated with a valid Oracle Home.
SEVERE : Apr 18, 2017 21:12:44 - ACTION - CLONE-20428 Provide a valid instance home location.


The issue can be reproduced by running either: 
adop phase=prepare

OR 

adop phase=fs_clone


Due to this issue, users apply patches.
