GL: Is There any Year-End Feature to Carry Forward Remaining Funds to Next Year Without Affecting Current Year's Funds Available? (Similar to Public Sector Dual Budgeting)?

Goal
Is there any functionality in EBS provided, where all remaining costs of projects would not appear as excess of budget, but they would be cut and carried forward to next year without affecting current year's fund available?
Example:
If a Project costs 3000 USD in 3 years, at the end of first year the payment for this project reached 1500 USD. The remaining cost on this project (which is 1500) must be carried forward for next two years. It shouldn't be considered as a budget surplus. Expenses for each year are unknown at the beginning of the year, there is no money spending plan.
Tried to use GL Carry Forward for budget feature, using rule 3, the requirement is to carry forward the amount from Year 1 to Year 2 without having Available balance in Year 1.
Is there any functionality in EBS would help us in this matter?
