Issues At Startup For MES

When attempting to log in to MES, the following error occurs.
You have encountered an unexpected error. Please contact the System Administrator for assistance.
The issue can be reproduced at will with the following steps:
1. Responsibility: MES
2. Navigation: Login Page
3. Customer uses generic accounts to log into MES with. Out of 36 accounts, some are having issues logging into MES.
4. Error: No data found for region (/oracle/apps/wip/workstation/webui/WorkstationEnteredModeRN). (Despite this, sometimes the users were still able to navigate to their startup page using the icon at the top of the page.)
6. After getting the "No Data" error, the user clicks the go button to go to the job search page and then the user receives the error “You have encountered an unexpected error. Please contact the System Administrator for assistance.” This effectively renders the account unusable.
