Refnum Sequence Not Listing First When Other Reference Numbers Have No Sequence

Symptoms
A few Reference Number Qualifiers are created with assigned "Reference Sequence Number". An Order Release is assigned multiple Reference Numbers, including these ones with assigned "Reference Sequence Number" as well as others that do not have any setting for "Reference Sequence Number".
According to the HELP documentation (quoted below), the ones with assigned "Reference Sequence Number" values should be displayed FIRST (in their assigned sequence order) and then ones with not "Reference Sequence Number" value, should be displayed following these, in alphabetical order.
However, the ones with "Reference Sequence Number" values are showing up AFTER the ones without assigned "Reference Sequence Number" values. (albeit, in the proper sequential order)

The Reference Sequence Number field, if available, allows you to assign sequence numbers so reference numbers display in the order that you prefer. If there are no sequence numbers, the display is alphabetical. If some have sequence numbers and some do not, the ones with sequence numbers appear first and the remaining ones display alphabetically. Sequence numbers are available for order bases, order releases and shipments.
