Initial Web Service Call to IntGtmXmlService for Restricted Party Screening Takes a Long Time for a Response (Doc ID 2261127.1)

Symptoms

ACTUAL BEHAVIOR
---------------
When invoking the Restricted Party screening web service for the first time in the day (or after a long period of time), the web service invocation times out waiting for the response from GTM.  The response for the first web service request takes approximately 15-20 seconds where as any subsequent response takes 3-4 seconds.


EXPECTED BEHAVIOR
-----------------------
It is expected to receive a response from the GTM restricted party in a timely manner

STEPS
-----------------------
The issue can be reproduced with the following steps:

1. Send a ServiceRequest XML inbound for the restricted party screening service
2. For the initial request, the response is received after 15-20 seconds.
