User login through the Oracle Mobile Approvals App does not work with SSO and redirects to the E-Business SSO login page in mobile browsers.

Login fails with any of the following errors:

'FndMobileSsoLogin doGet SEVERE: oracle.apps.fnd.ext.sso.MobileSsoLogin:doGet() - Initialization failed with status=-1'

'oracle.apps.fnd.ext.sso.FndServiceDiscoverer:ping() fails'

'OA_HTML/RF.jsp?function_id=WF_WL_SERVICE_SEARCH_FILTER failed with a 401 'invalid credentials'

When logging into the Approvals app, it should login to the user interface and not redirect / open in a web browser.

The issue can be reproduced at will with the following steps:

2. Login
3. Redirects to web browser SSO login, we see a flicker of pending approval and a blank screen appears.
