Meter creation is being allowed even if the mandatory field 'Initial Reading Date' Values is blank (Doc ID 2261802.1)

Summary of the issue is as follows:


1) While creating a Meter, the fields Initial Reading and Initial Reading Date are mandatory to be entered. When you try to create a meter by blanking out the Initial Reading and Initial Reading Date, then an error is shown that FRM:40202 : Field must be entered. This is correct and expected.

2) However click on the LoV of Initial Reading Date and select a date. Then Blank out the date from the Initial Reading Date . Now try to save the Meter. It is seen that the meter is now getting saved even though the Initial Reading value and the Initial Reading Date Values are blank.

The Validation that these fields are mandatory to be entered is no longer working and creating the meters even though the Initial Reading and Initial Reading Date fields have Null Values
