Customer Form Does Not Retrieve Results Using Oracle Customer Online Responsibility In Non DQM Setup (Doc ID 2262198.1)

On : 12.2.6 version, Customer Tab.

While trying to query for a customer type Person in Oracle Customers Online (OCO), in a Non DQM environment; notice that the query does not retrieve any rows
The same query performed using Receivables Responsibility, returns rows.

Expect the query to return the customer record if DQM is not used.

The issue can be reproduced at will with the following steps:
1. Responsibility: Customer Librarian Superuser
2. Navigation: Customer > Person > Query for a customer type person
3. Notice no results are returned.

The issue has the following business impact:
Due to this issue, users cannot query customers in OCO and this is impacting the UAT deadline.
