XML Gateway large outbound xml files intermittently contain incorrect encoding characters for certain trading partners when sent via email:

The issue can be reproduced at will with the following steps:

1. Send a large outbound xml file from XML Gateway toa trading partner, and confirm it sometimes encodes the data similar to the following:

Due to this issue, users cannot send large outbound xml files from the XML Gateway.
