R12 E-Business Suite Large Outbound XML File Intermittently Contains URL Encoding For Certain Trading Partners, However Smaller Outbound XML Files Do Not Contain Incorrectly Encoded Characters (Doc ID 2262891.1)

XML Gateway large outbound xml files intermittently contain incorrect encoding characters for certain trading partners when sent via email:

%3C%3Fxml+version+%3D+%221.0%22+encoding%3D+%22ISO-8859-1%22+standalone%3D%22no%22+%3F%3E

The issue only occurs for very large files

The issue can be reproduced at will with the following steps:

1. Send a large outbound xml file from XML Gateway toa trading partner, and confirm it sometimes encodes the data similar to the following:

    %3C%3Fxml+version+%3D+%221.0%22+encoding%3D+%22ISO-8859-1%22+standalone%3D%22no%22+%3F%3E

2. Instead of the above the data should display as:

   <?xml version="1.0" encoding="ISO-8859-1" standalone='no'?> standards.
 
Due to this issue, users cannot send large outbound xml files from the XML Gateway.
