Symptoms
Customers migrating OTM data from 6.3.x to 6.4.2 on Windows OS will not be able to complete the migration successfully due to multiple scripting defects with dbpatch.cmd. When executing the dbpatch.cmd, the script will end prematurely without updating OTM database content with the following error:

The issue can be reproduced at will with the following steps:
1. Navigate to <OTM_HOME>/glog/oracle/script8
2. Run dbpatch.cmd
