Error while placing order in iStore.

Copy Quote API: Start
Private API: CREATE_ORDERstart
This site is not a valid site for given Bill to Customer Account/Customer Account.
The End Customer Address is not a valid address for the End Customer or End Customer Contact.
There is an error in order submission.

The issue can be reproduced at will with the following steps:
1. Login to iStore as a B2B user
2. Checkout
3. Place order

The issue has the following business impact:
Due to this issue, some users cannot place orders.
