APP-PQP-230661: "ORA-91403: no data found" when Attempting to Enroll Absence (Doc ID 2263383.1)

When attempting to enroll statutory absence, the following error occurs.

APP-PQP-230661: "pqp_absval_pkg.delete_absence_plan_details{40}: ORA-91403: no data found"

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1. UK Super HRMS Manager
2. People -> Enter & Maintain -> Others -> Absence
3. Enter absence details and save
4. Click 'Enroll Absence' [or enroll absence using Participation Process]
