UK Court Order - CMS_DEO Arrears Not Working Correct For Aggregated Asg Where Only Primary Is Active (Doc ID 2263852.1)

Symptoms

On : 12.1.3 version, UK Payroll

ACTUAL BEHAVIOR
---------------
Court Order Arrears are not deducted correctly for employees with aggregated assignment and the primary assignment is the only one active
The person used to have 2 assignments defined as being aggregated ( i.e. Person Form / Employment tab ), but one of those assignments has since been terminated.

EXPECTED BEHAVIOR
-----------------------
Expect the Court Order arrears to be withheld

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Employee with aggregates assignments
2. Terminate the secondary Assignment
3. Run quickpay for Primary aggregated assignment such that there are arrears
4. Run Quickpay for for next period with enough funds to withhold court order amount and arrears
  review results
