Customer Contact Numbers Are Not In Sync between EBS and OTM

When the customer contacts Phone numbers are updated in EBS (Customer setup),
they are not sent to OTM.

Whenever the location/address is updated, the location has to interfaced to OTM.
But when the customer contact is updated the information is not sent to OTM.

The issue can be reproduced at will with the following steps:
1. Enter Order
2. Process in EBS
3. Interface the Delivery to OTM
4. Update the phone number in the Customer setup
5. Information is not updated in OTM

The issue has the following business impact:
Due to this issue, users cannot have the correct information in OM in case, they need to contact the Customer
