R12.1:CE: AutoReconciliation For Payroll Account Is Not Working, Business Group not Available in List of Values (Doc ID 2264329.1)

Symptoms

On : 12.1.3 version, Reconciliation and Clearing

AutoReconciliation for Payroll Account is not working.

Expect to see AutoReconciliation for Payroll Account working.

The issue can be reproduced at will with the following steps:

1. Responsibility: Cash Management
2. Path: Other -> Requests -> Run
3. Run AutoReconciliation

AutoReconciliation for Payroll Account is not working.

The issue occurs for ONLY one account .
The user can reproduce the issue for new bank statements.
This is occurring from past 4 months.
No patches applied.

NOTE:
This is a multi org instance and the user has multi org access.
Business group from the organization list is showing when we run from the tools->Autoreconciliation.
The business group is NOT showing from the organization lov when we run from the Requests -> Autoreconciliation.

WORKAROUND:
It is working from tools -> AutoReconcile by selecting the business group ('Montgomery County MD' Business Group)


The issue has the following business impact:
Due to this issue, users cannot auto reconcile the transactions.
