How to Make Transaction Nature Field Required in Oracle iProcurement (Doc ID 2264500.1)

Symptoms

In Oracle iProcurement, Release 12.2.4, the Transaction Nature field has been enabled via personalization on the Shopping Cart pop-up window and also on the Edit and Submit Requisition page.
The desire is for the Transaction Nature field value to be mandatory (required) when creating a requisition and submitting for approval.

There are two issues:

1. In the Shopping Cart pop-up window, the Transaction Nature field is displayed; however, for the personalization on this window the property "Required" is not available to set the field as Required. So when clicking the Submit button, the requisition is submitted without the data populated.

2. In the Edit and Submit Requisition page, the message displays when the personalization property "Required" is set to "Yes" for the Transaction Nature field and the field has not had a value entered:
Form validation failures:
A value must be entered for "".
(The problem here is that the field name "Transaction Nature" should be showing in the "".)

Due to these issues, users are able to submit requisitions without the Transaction Nature field value, which is mandatory for the business.



Steps To Reproduce

The issue can be reproduced at will with the following steps:
1. For the Edit and Submit Requisition page, perform the personalization as per <Note:2093987.1> to enable the Transaction Nature field (Rendered = true and Required = yes).
2. In the Shopping Cart pop-up window, perform the personalization on the "Personalize "Billing" region to enable the Transaction Nature field.
- The items is "Message Choice: Transaction Nature"
- Property "Rendered" = true
- Property "Required" is not available for this item.
3. Log in to Oracle Applications, using an iProcurement responsibility.
4. Add a non-catalog item to cart.
5. Click the View Cart and Checkout button.
6. In the Shopping Cart pop-up window, in the Billing Region, the Transaction Nature field is display, but is not marked as Required (because the Required property is not available for personalization). If the user clicks Submit at this point, the requisition can be created and submitted without the required Transaction Nature information.
7. Still in the Shopping Cart pop-up window, click the Edit icon.
8. In the Edit and Submit Requisition page, the Transaction Nature field is there in the Lines region, and an asterisk (*) character is there which denotes the field is required. If the user tries to save or submit the requisition without selecting a value, the following message appears.
Form validation failures:
A value must be entered for "".
The problem with the message is that the field name "Transaction Nature" should be showing in the "". It should be displayed as:
