12.2 E-Business Suite Login Via AppsLocalLogin.jsp Fails With Errors 'you have encountered an unexpected error. Please contact the System Administrator for assistance' And 'No Data Found For Region FND_AUTOFOOTER_REGION' (Doc ID 2264593.1)

Symptoms

E-Business Suite 12.2 Applications Framework, OA Framework Login related issues



Integrating a 12.2.5 test environment with OAM 11.1.2 - per the following document:

<Note 1576425.1> - Integrating Oracle E-Business Suite Release 12.2 with Oracle Access Manager 11gR2 (11.1.2) using Oracle E-Business Suite AccessGate (Doc ID 1576425.1)

After adding and registering the access gate managed server it was removed, and then re-attempted with different parameters.

Now attempts to login via /OA_HTML/AppsLocalLogin.jsp get redirected to the following error page:

"you have encountered an unexpected error. Please contact the System Administrator for assistance."

After enabling FND:Diagnostics at the site level a more detailed error message below was received:

oracle.apps.fnd.framework.OAException: No data found for region (/oracle/apps/fnd/regionMap/FND_AUTOFOOTER_REGION).

The issue has the following business impact:
Due to this issue, users cannot login E-Business applications.
