ACTUAL BEHAVIOR

Unable to see the OSP Items in Negotiations line items

EXPECTED BEHAVIOR
-----------------------
Should be able to see the OSP Items in Negotiations line items

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create new item 'FIN_OSP' in Inventory with Item Type = Outside Processing
2. Login to Sourcing super user.
3. Create RFQ and search item
4. Nothing shows up

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot create RFQs with item type as Outside Processing.
