Symptoms

On : 12.1.3 version, Charges UI, APIs, and schema

When attempting to submit newly created charge line for existing Service Request after Patch 25061730:R12.CS.B
the following error occurs.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Apply Patch 25061730:R12.CS.B
2. Navigate to Service Responsibility and Open existing SR created for customer for whom hold is applied
3. add new charge line and submit
