Symptoms

On : 12.1.3 version,

When attempting to run the IEX Xml Generated and Delivery process for dunning letters,
the following error occurs.

ERROR

IEXXmlDelivery [Apr-27-2017 14:50:35]: sqlexp:oracle.apps.xdo.XDOException: : XML-20108: (Fatal Error) Start of root element expected.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. This is working on one instance but not on another instance.
2. Run the process and it fails with the error.

The issue has the following business impact:
Due to this issue, users cannot run their dunning letters.
