On : 12.1.3 version, Approvals - Req, PO

When attempt to validate the Mobile App configuration service URL in browser below error occurred :

error on line 34 at column 1: Extra content at the end of the document
Below is a rendering of the page up to the first error.

An exception occurred. URL=http://<hostname>.<domain name>:<port>/OA_HTML/rest java.lang.IllegalArgumentException: Resource /rest not found

The issue can be reproduced at will with the following steps:
1. Access URL http://<hostname>.<domain name>:<port>/OA_HTML/RF.jsp?function_id=mConfig&bundleId=com.oracle.ebs.atg.owf.Approvals&file=ebs-mobile-config.xml
