OC4J:oacore Hangs in Init Status

Symptoms
The oacore start command is timing out, oacore process is hung in Init status and is not starting. Rebooting just the individual server has not helped. If you disable JOC/Java Caching, then the oacore will start - this is a workaround but not a fix.
Changes
Had a problem with Application and bounced just one of the Web Servers.
