Symptoms
On Development : 12.1 HRMS RUP9 version(R12.HXT.B.9), Configured Timecard Layouts
When attempting to create a new Configured Payroll Timecard Layout or edit an existing timecard>,
the following error occurs.

The issue can be reproduced at will with the following steps:
1. Self Service Time Responsibility>

Edit an existing Configured Payroll Timecard by modifying the hours type field then hit the
Fields(Assignment - List of Values, Hours Type - List of Values, Cost Center)
Continue>
Receive error>
