R12.1:CE: Error "Bank Account Is Not Defined" If Bank Account In Oracle Is Different From Bank File (Doc ID 2269872.1)

Symptoms

On : 12.1.3 version, Bank Statement Load and Import

When attempting to run the Bank Statement Loader Execution Report,
the following error occurs.

Bank account xxx is not defined. Set up the bank account first.

The issue can be reproduced at will with the following steps:

1. Responsibility: Cash Management
Production and Test instances.

2. Path: Other -> Requests -> Run
3. Run the Bank Statement Loader Execution Report
The following error appears in the log file:

Bank account xxx is not defined. Set up the bank account first.

The issue has the following business impact:
Due to this issue, users cannot load the transactions.
