After 12.2.6 Upgrade, Some Fields On The QA Plan Do Not Populate In CMRO

On : 12.2.6 version, on Quality Plan page

After doing an upgrade from 12.1.3 to 12.2.6, the item instance and serial number field on the quality plan no longer default. Further, no values are returned in the LOV.

Expect the item instance and serial number to be defaulted on Quality Plan page

The issue can be reproduced at will with the following steps:
1. Log in Complex MRO data clerk
2. Open Quality Results Collection
3. Add Data
