Symptoms
Running QuickPay errors out with the following:

has occurred in table pay_input_values_f at location 520
Cause: an oracle error has occurred. The failure was reported on table pay_input_values_f at location 520 with the error text ORA-01403: no data found

The issue can be reproduced at will with the following steps:
1. Run a Quickpay process for any employee
2. Observe it error out
3. Observe the errors in a GMZEFT log
