"Respond On Date" Changes to Sysdate in Service Request Form (Doc ID 2271108.1)

Symptoms

On : 12.1.3 version, Service Request Form in TEST environment

ACTUAL BEHAVIOR
---------------
Respond On date defaults to Sysdate when the status is changed from one status which has no responded checkbox checked with no value in the Responded On field to one which has the responded checkbox checked


EXPECTED BEHAVIOR
-----------------------
When the Respond On Date is null during Initial status it should not default to Sysdate when the status is changed


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Service Request with status "X" which has no responded checkbox checked
2. Change status to "Y" which has the responded checkbox checked
